The inaugural Pacific Cyber Capacity Building and Coordination Conference 2023 (P4C) will be held in Nadi, Fiji between Monday 2nd October and Wednesday 4th October. A first of its kind, invitation-only event, the conference will provide an opportunity for key international stakeholders to learn first-hand about the Pacific’s unique cybersecurity needs and priorities, as articulated by the Pacific.


Our goals

Developing a regional priority

The Pacific Island Forums 2018 Boe Declaration, 2019 Boe Declaration Action Plan and the 2050 Strategy for the Blue Pacific Continent, all recognise cybersecurity as a regional priority and emphasise its central role in securing the Pacific’s future security and prosperity.

The Partners in the Blue Pacific (PBP), in collaboration with the OCSC and GFCE, have developed the themes and outcomes of the P4C in recognition of this priority. The conference will serve as a forum to discuss these themes and outcomes, share lessons, and help build a path forward for ongoing CCB efforts in the Pacific.


Themes

  • Pacific perspectives on regional cybersecurity capacity building.
  • Contextualising best practices in cyber governance.
  • Improving cybersecurity capacity building operational results.

Priorities

  • Provide an opportunity for peer learning to strengthen collaboration and innovation amongst regional cybersecurity leaders
  • Address the shortcomings of cybersecurity capacity-building and seek appropriate approaches and policies to meet the region’s long-term objectives.

Outcomes

  • Facilitate deeper relationships and partnerships between represented delegates and international stakeholders.
  • Develop a coordinated strategy for future Cybersecurity Capacity Building (CCB) efforts in the region.
  • Ensuring that the Pacific is substantially involved in future program design an delivery.

The P4C Partners

The P4C has been generously funded by the Partners in the Blue Pacific (PBP), a new informal collaboration mechanism between the governments of Australia, Canada, Germany Japan, New Zealand, South Korea, the United Kingdom and the United States.

The Oceania Cyber Security Centre (OCSC) and the Global Forum on Cyber Expertise (GFCE) have been invited to organise and jointly host the conference on behalf of the PBP governments.
